can anybody install an HHO system in the dallas area including a MAP sensor, an EFIE, and a PWM?

On older vehicles, it is usually a very simple 30 or so minute project for an amateur. If you don't know where your PCV valve is or how to tap into your air intake, you may want to employ the help of a friend or your trusted mechanic.
